Colombo โ€” The Government of Sri Lanka has entered into a loan and grant agreement with the Asian Development Bank (ADB) to enhance the countryโ€™s health system and governance framework in support of achieving universal health coverage.

Under this agreement, Sri Lanka will receive a US$ 100 million loan from ADBโ€™s Regular Ordinary Capital Resources and an additional US$ 6.9 million grant from the Pandemic Prevention, Preparedness and Response Trust Fund (Pandemic Fund).

The financing will support the implementation of the Strengthening Integrated Health Care and Governance for Universal Health Coverage Programme, designed under a results-based lending modality. The programme aims to advance the national strategic framework for health service development, improving the efficiency and quality of secondary healthcare as the first level of referral care.

The programme will focus on three key components:

  • Enhancing first referral care services
  • Improving pandemic prevention, preparedness and response
  • Strengthening health sector technical capacity and pharmaceutical supply chain management

The Ministry of Health and Mass Media will serve as the executing and implementing agency, with the nine Provincial Departments of Health Services also participating as implementing partners.

The agreement was formally signed between Dr. Harshana Suriyapperuma, Secretary to the Ministry of Finance, Planning and Economic Development, on behalf of the Government of Sri Lanka, and Mr. Takafumi Kadono, Country Director of the ADB Sri Lanka Resident Mission, on behalf of ADB.

This collaboration marks a significant step toward ensuring a more resilient, equitable, and efficient healthcare system for the people of Sri Lanka.
